Project overview
The Digital driver licence project was completed in partnership with VicRoads, who provided the licensing data, and the Department of Transport and Planning, who advised on policy and regulation.
It was decided that both Service Victoria and VicRoads would provide a version of the Digital driver licence in their respective apps. To ensure consistency of design across both apps, Service Victoria’s pre-existing credential template was used and VicRoads ported the design into their app.

Licence tabs
Digital driver licence tabs aligned to main use case groups. The tabs allowed users to control the information that would be shared in different situations.
The licence or permit tab is used when validating driving credentials with law enforcement officers.
The Identity tab is used when proving identity eg: for collecting mail, airport check-ins or other government services.
The age tab is used for verifying age when gaining access to licenced venues and buying alcohol.

Add licence screens
To add your licence users needed to enter all the information from the physical licence correctly so it could be matched against VicRoads database. Another challenge was that no granular error messaging could be displayed, users if just be told that there wasn’t a match.
The enter details screen went through several updates after going live. Data was used to identify the fields users were having issues with. Data breaches meant that an additional card number field had been added to the licence and some users were required to include this info and some weren’t. Field labels were changed and messaging was added which helped reduce submission error rates.

Phase 2 licence types
Car and Rider learner permits, probationary and heavy vehicle licences were released as a secondary phase after the Full car licence was piloted in Ballarat and then released statewide. Where a user has multiple licences or permits they are displayed together in a single credential.
Each separate licence has its own section showing specific data points with key global information displayed at the top.
User testing
The learners and probationary licence variations were tested with frontline law enforcement officers in Ballarat during the phase 1 trial.
Prototypes of the different licence variations and combinations were shown and participants were asked to perform tasks based on different situational scenarios.
Key Insights
Drivers licenses are used more as a form of validating your age and identity than they are used for proving your right to drive.
Speed of comprehension by law enforcement officers was a major consideration when developing the variations displaying multiple licence and permit types.
